Pošteni pogoji za vse uporabnike Soče

Preseneča nas skrivnostno spreminjanje Odloka o plovbi brez obrazložitve in z možnimi velikimi negativnimi posledicami za vsaj tisoč delovnih mest, ki jih v dolini zagotavlja turizem povezan s Sočo. Predlagano veliko povečanje cene dovolilnic bo prizadelo večino turističnih ponudnikov, saj bo odgnalo najbolj zveste goste, ki zagotavljajo pred- in posezono, ne bo pa bistveno zmanjšalo gneče v poletnih mesecih. 

Zahtevamo temeljito javno obravnavo Odloka, njegovih predlaganih sprememb in možnih posledic. Na javni obravnavi, katere datum naj bo javno objavljen vsaj 14 dni pred izvedbo, naj imajo pravico do besede vsi deležniki. 

Zavzemamo se za naslednje: 

1. Ukinitev trenutnega diskriminatornega Odloka 
Sedanji odlok postavlja različne uporabnike vodnega javnega dobra in obiskovalce Posočja v različen položaj. Veslači morajo za uporabo vstopno-izstopnih mest plačati, vse večje število pohodnikov, kolesarjev, kopalcev in ostalih obiskovalcev (razen ribičev) pa jih uporablja brezplačno. Neenak položaj deležnikov je sporen v smislu pravice do dostopa in brezplačne uporabe vodnih površin kot javnega dobrega, kot je zapisano v slovenski Ustavi. 

2. Uvedba parkirnine na parkiriščih vstopno-izstopnih mest 
Predlagamo, da se trenutni sistem dovolilnic nadomesti s plačevanjem parkirnin na parkiriščih ob vstopno-izstopnih mestih s postavitvijo parkomatov. Plačevanje parkirnine naj bo vključeno v sistem Kartice Julijskih Alp tako, da bodo prednosti oziroma popusta deležni gostje, ki dlje ostanejo v dolini. Za izvajalce turističnih storitev naj se uvede vinjete za vsako vozilo, ki ga uporabljajo za prevoz gostov in opreme, kar bo zagotovilo pravično plačilo za različno velika podjetja. 

3. Transparentna poraba denarja in investicije v urejanje vstopno-izstopnih mest ter ohranjanje Soče s pritoki 
Že po sedanjem odloku se z dovolilnicami zbere več denarja kot ga je porabljenega za upravljanje in vzdrževanje vstopno izstopnih mest in reke. S parkirnino bo zaradi širitve plačnikov zbrano še več denarja. Denar, pridobljen iz parkirnin in vinjet, naj bo transparentno uporabljen za vzdrževanje in izboljševanje infrastrukture za dostop do reke in drugo rekreacijsko infrastrukturo, zagotavljanje varnosti in reševanja, ukrepe trajnostne mobilnosti (npr. javni prevoz) ter za učinkovito ohranjanje narave. Predlagamo tudi nadomestitev plastičnih začasnih sanitarij s trajnimi lesenimi objekti, ki bi združevali kompostne sanitarije in funkcionalne preoblačilnice s streho.

Fair conditions for all Soča River users

We are surprised by the secretive process of changing the regulation on paddling the Soča River without justification and with possible significant negative consequences for at least a  thousand jobs supported by Soča-related tourism. The proposed high increase in the price of river use tickets will chase away the most loyal guests who secure the pre and post-season. Without reducing the congestion in the summer months, this will negatively affect most tourism service providers.

We request a thorough public discussion regarding the Regulation, its proposed changes and their possible consequences. At a public hearing, the date of which shall be announced at least 14 days before, all stakeholders shall have the right to speak.

We stand for the following: 

1. Termination of the present discriminatory Regulation
The present regulation puts visitors of Soča valley and various users of the water as a public good in different positions. The paddlers must pay for the use of access points, while a growing number of hikers, cyclists, bathers and other visitors (except fishermen) use them free of charge. We dispute the unequal position in the sense of the right of access and free use of surface waters as a public good, as set in the Constitution of Slovenia.

2. Introduction of parking fees for the parking lots associated with access points
It is our proposal to replace the current system of tickets with payment of parking fees on the parking lots next to river access points using parking meters. To favour or provide a discount to the visitors who stay longer, the payment of parking fees should be integrated into the system of the Julian Alps Card. For the tourism service providers, vignettes for each vehicle transporting guests and equipment should be introduced, securing fair charging for companies of different sizes. 

3. Transparent use of funds and investments into maintenance and improvement of the river access points and the conservation of Soča and its tributaries
Under the current regulation, more funds are collected through ticket sales, than is used for management and maintenance of access points and the river itself. The introduction of parking fees will increase the funds collected even more. The funds collected from the parking fees shall be transparently used for maintenance and improvement of the river access infrastructure and other recreational infrastructure, securing safety and rescue services, sustainable mobility measures (e.g. public transport) and for effective nature conservation. We also propose the replacement of the current plastic temporary toilets with wooden buildings combining composting toilets and functional covered dressing rooms.

Faire Bedingungen für alle Nutzer der Soča 

Wir sind überrascht, über die geheimen Änderungen der aktuellen Paddel-Verordnung an der Soča.  Ohne gerechtfertigte Begründung könnte die geplante Erhöhung des Ticketpreises, für das Befahren der Soča, möglicherweise schwerwiegende Folgen für Dienstleister im Tourismus und deren fast tausend Arbeitnehmer haben. So werden auch die loyalsten Gäste vertrieben, die die Vor- und Nachsaison im Tal sichern und all das ohne die Überlastung in den Sommermonaten einzudämmen. 

Wir verlangen eine eingehende öffentliche Diskussion über die Verordnung, die vorgeschlagenen Änderungen und die möglichen Folgen. Bei einer öffentlichen Anhörung, deren Termin mindestens 14 Tage vorher bekannt gegeben werden muss, soll allen Beteiligten ein Mitspracherecht gewährt werden. 

Wir stehen für Folgendes:    

1. Beendigung der vorliegenden, diskriminierenden Verordnung 
Die vorliegende Verordnung behandelt verschiedene Nutzer des Flusses und Besucher des Soča-Tals in unterschiedlicher Weise. Paddler müssen für die Benutzung der Zugangspunkte bezahlen, während eine wachsende Anzahl an Wanderern, Radfahrern, Badegästen und anderen Besuchern (außer Fischern) diese kostenlos benutzt. Im Sinne des, in der slowenischen Verfassung festgelegten Rechts auf Zugang und freier Nutzung von Oberflächengewässern, welche als öffentliches Gut festgelegt sind, fechten wir diese Verordnung an.  

2. Einführung von Parkgebühren für die, mit den Flusszugängen verbundenen, Parkplätze 
Unser Vorschlag ist, das derzeitige Ticketsystem durch Parkgebühren auf den Parkplätzen von  Flusszugängen, mittels Parkuhren zu ersetzen. Um Besuchern, die länger bleiben, einen Rabatt zu gewähren, sollte die Zahlung der Parkgebühren in das System der Julian Alps Card integriert werden. Für die Tourismusdienstleister sollten Vignetten für jedes Fahrzeug, das Gäste und Ausrüstung befördert, eingeführt werden, um eine faire Gebühr für Unternehmen unterschiedlicher Größe zu gewährleisten. 

3. Transparente Verwendung der Mittel und Investitionen für die Instandhaltung und Verbesserung der Flusszugänge und die Naturerhaltung der Soča und ihrer Nebenflüssen 
Im Rahmen der aktuellen Verordnung werden über Flusstickets bereits mehr Mittel eingenommen, als für die Verwaltung und Wartung der Flusszugänge verwendet wird. Durch die Einführung der Parkgebühr würden die eingenommenen Mittel noch weiter erhöht. Die durch die Parkgebühren eingenommenen Mittel sollen transparent für die Instandhaltung und Verbesserung der Flusszugangsinfrastruktur und anderer Freizeitinfrastrukturen, für die Gewährleistung von Sicherheit und Rettungsdiensten,  für nachhaltige Mobilitätsmaßnahmen (z. B. öffentlicher Verkehr) und für einen wirksamen Naturschutz verwendet. Wir schlagen außerdem vor, dass die derzeitigen temporären Plastiktoiletten durch Holzgebäude mit Komposttoiletten und funktionellen überdachten Umkleideräumen ersetzt werden.

Condizioni eque per tutti gli utenti del fiume Soča 

Ci sorprende il processo segreto di modifica del regime di navigazione sul fiume Soča e il fiume Koritnica senza nessuna giustificazione e con possibili conseguenze negative significative per almeno migliaia di posti di lavoro sostenuti dal turismo legato al fiume  Soča. L'elevato aumento del prezzo dei biglietti proposto scaccerà gli ospiti più fedeli queli che assicurano il pre e il dopo stagione.Senza ridurre la congestione nei mesi estivi, ciò influenzerà negativamente la maggior parte dei fornitori di servizi turistici.

Chiediamo una discussione pubblica approfondita in merito al regolamento, alle modifiche proposte e alle possibili conseguenze. In un'audizione pubblica, la cui data deve essere annunciata almeno 14 giorni prima, con tutte le parti interessate con il diritto di parlare. 

Sosteniamo quanto segue: 

1. Risoluzione del presente regolamento discriminatorio 
Il presente regolamento pone diversi utenti del bene pubblico dell'acqua e visitatori della valle del Soča in una posizione ineguale. I canoisti devono pagare per l'uso dei punti di accesso, mentre un numero sempre piu crescente di escursionisti, ciclisti, bagnanti e altri visitatori (eccetto i pescatori) li usano gratuitamente. Contendiamo la posizione ineguale nel senso del diritto di accesso e del libero utilizzo delle acque superficiali come bene pubblico, come stabilito dalla Costituzione della Slovenia. 

2. Introduzione delle tariffe di parcheggio per i parcheggi associati ai punti di accesso 
La nostra proposta è di sostituire l'attuale sistema di biglietti con il pagamento delle tasse di parcheggio nei parcheggi accanto ai punti di accesso al fiume utilizzando i parchimetri. Offrendo  un sconto ai visitatori che soggiornano più a lungo. Il pagamento delle tariffe di parcheggio dovrebe essere integrato nel sistema della Julian Alps Card. Per i fornitori di servizi turistici, dovrebbero essere introdotte vignette per ciascun veicolo che trasporta ospiti e attrezzature, garantendo una tariffazione equa per le aziende di diverse dimensioni. 

3. Uso trasparente di fondi e investimenti per la manutenzione e il miglioramento dei punti di accesso al fiume e la conservazione del Soča con i suoi affluenti 
Già ai sensi dell'attuale regolamento, attraverso i biglietti vengono raccolti più fondi di quanti ne vengano utilizzati per la gestione e la manutenzione dei punti di accesso e del fiume stesso. L'introduzione della tariffa di parcheggio aumenterà ulteriormente i fondi raccolti. I fondi raccolti dalle tariffe di parcheggio devono essere utilizzati in modo trasparente per la manutenzione e il miglioramento dell'infrastruttura di accesso al fiume e di altre infrastrutture ricreative, garantendo servizi di sicurezza e di salvataggio, misure di mobilità sostenibile (ad es. Trasporto pubblico) e per un'efficace conservazione della natura. Proponiamo anche la sostituzione degli attuali servizi igienici temporanei in plastica con edifici in legno che combinano servizi igienici di compostaggio e funzionali spogliatoi coperti.
